Arc Flash Is a Different Hazard Entirely
An arc flash is not a shock. It is an explosive release of energy through the air between conductors, producing temperatures several times hotter than the surface of the sun, a pressure wave that can throw a worker across a room, and molten metal spray. The person does not need to touch anything. Standard workwear ignites. The injuries are burns and blast trauma rather than the cardiac effects associated with shock, and the treatment burden is enormous.
The Conditions That Create It Are Ordinary
Racking a breaker in or out, opening a panel to take a reading, a dropped tool bridging two terminals, a loose connection that has been heating quietly for months, insulation degraded by heat and dust, or a rodent in a switchboard. None of these are exotic. All of them are routine features of facilities operating in hot, dusty conditions with intermittent supply, which describes a great deal of industrial and NGO infrastructure across Yemen and the wider region.
What an Electrical Safety Assessment Establishes
- Incident energy at each work location — how much energy an arc would actually release there, which determines everything downstream.
- Approach boundaries and PPE categories — matched to that calculated energy rather than assumed from a general rule.
- Labelling — so the person opening a panel knows the hazard before they open it, not after.

Making the decision formal and visible is one of the highest-value changes available, and it costs nothing to implement.
